At first you can only use faction chat and go on duty. The leader gives license rights per rank.

Getting in
Los Santos City Hall is a government faction. Joining works the same as for other factions.
Apply to the City Hall post on the UCP recruitment page.
Accept the in-game invite with
/faccept.
